Eleftherios Loizou

Managing Director

Eleftherios has a BA in Sociology and a MA in International Relations. He also holds a PhD in
the subject field: “Public Administration – Local Development and Social Cohesion”.

He has an extensive experience in a) implementing and coordinating EU funded projects (over
95 approved projects), b) strategic municipal planning, c) networking, d) human resource
management, f) training and education g) local authorities’ sustainable development, h) public
ethics, i) civil participation in decision-making, k) multi-level governance and l) local social
welfare services.

As of 2016, Eleftherios is also one of the Experts of the Centre of Expertise for Multilevel
Governance of the Council of Europe. In addition, as of 2023 he is a member of the Group of
Independent Experts (GIE) on the European Charter of local self-government of CoE and a
Consultant / Expert for the European Investment Bank (EIB).

Panayiotis Mountoukos

Financial Director

Panayiotis holds a Bachelor’s and a Master’s Degree in Accounting. ​

Since 2007, his main area of expertise is in the fields of financial management and
implementation of EU projects (over 100 approved projects) and implementation and evaluation
of development programmes. He is also experienced in socioeconomic studies for Local
Authorities.

As of 2015, he specializes in circular economy, with a focus on waste management. In addition,
as of April 2022, he is the Lead Manager for the administration of the Nicosia District Green
Points.

Maria Malli

European Projects Officer

Maria holds a degree in Social Work from the University of Patras. She joined ANEL in 2012, as a European Projects Officer and has since been involved in numerous projects. Maria has 15 years of experience in project management, administration, supporting local government organizations and planning development actions.

Anna Andreou

Data Protection Officer, EU Projects Officer

Anna holds a BA in Classical Studies and Philosophy with a MA in Special Educational Needs. She spent three years in private education, specializing in inclusion and providing support for children with learning difficulties. After transitioning to corporate administration and compliance, Anna has focused on GDPR compliance since 2018, working across both the private and public sector. For the past five years, she has been serving as Data Protection Officer for municipalities that are members of the Nicosia Development Agency, concentrating on their GDPR compliance. Additionally, Anna actively participates in the implementation of EU-funded projects, demonstrating a strong commitment to social inclusion, youth engagement, green development and sustainability.

Maria Georgiou

Secretarial Officer

Maria holds a Diploma in Secretarial Studies. She joined Nicosia Development Agency (ANEL) in September 2019 as a Secretarial Officer. She offers the team secretarial and administrative support.

Maria Hadjidaniel

EU Projects Officer – Communication Expert

Maria holds a BA in Public Relations and an MA in Marketing.

She has more than 15 years of experience in various Marketing roles, ranging from the automotive industry, B2B and retail. Since 2017, Maria specializes in the execution of communication actions and campaigns within the framework of EU funded projects.

Her focus is awareness raising, public engagement, behaviour change and inclusion. She has a particular interest in developing and executing communication strategies with specific and measurable targets in environmental topics.

Ioanna Iacovou

EU Projects Officer

Ioanna is a graduate of the University of Cyprus, where she studied European Studies and Modern Languages (English & German). She has experience in managing European projects, with a strong interest in biodiversity, social inclusion, and governance policy changes. Ioanna is dedicated to fostering international cooperation and advancing policies that promote sustainability and inclusivity.

Demetra Katechaki

Environmental Specialist

Demetra graduated in 2019 with a BSc in Environmental Science and Technology. At the Nicosia Development Agency, she leads innovative waste management initiatives, including the implementation and management of the Pay-As-You-Throw (PAYT) system. With over four years of experience, Demetra is also involved in conducting environmental impact assessments, compliance with regulations and developing strategic management plans for sustainability.
