AdaptationHubs kick-off

The Nicosia Development Agency (ANEL) participated in the kick-off meeting of the AdaptationHubs project. The meeting took place in Zagreb (Croatia) on December 10 and 11, 2025.

AdaptationHubs is a flagship initiative of the European Commission to support the EU Mission Adaptation to Climate Change. Funded by the Horizon Europe programme, this two-year project aims to create and implement national platforms in all 27 countries in the EU with a strong focus on multilevel governance with EU regions.

The consortium is led by REGEA and brings together 32 partners, including national experts, private scientific institutions, regional entities, universities, and key stakeholders, to support the creation of National Adaptation hubs as well as its continuation in the long term and exploitation of their results. The main goal is to strengthen and facilitate dialogues from cities and regions to countries and EU levels, via grouping and capacity building for mutual learning and cooperation to regions.
During the kick-off meeting organised in Zagreb, keynote speeches from CINEA and the European Commission highlighted the need to strengthen multilevel governance to successfully create national adaptation plans.

ANEL is the sole Cypriot partner in the AdaptationHubs consortium, and our role is pivotal in the establishment of the National Adaptation Hub. The Cyprus Adaptation Hub will support the national government in fulfilling the obligations set out in the European Regulation on the Governance of the Energy Union and Climate Action (Regulation (EU) 2018/1999) by strengthening coordination across ministries, agencies, municipalities, academia, businesses and other relevant actors, and improving the flow of information and support between national and territorial levels on top of integrating contributions from horizontal actors.
